Operations defines general set of operations used by actions.
It has the following properties:
•ID - unique ID
•Caption - default action caption
•Icon - default action icon
•Use object - is selection required for action
•Access - access level: 0 - view, 1 - add, 2 - edit, 3 - delete
•Group index - index for visual ordering
